WebA viable solution would be to close the gap (just a tad) on 10-man vs 25-man loot. 25-man loot still being BEST, but not 13 item levels per piece better. If you add that up per piece, it's a pretty significant difference. Make the stats better on 10 man but keep 25m as best and keep 2 different lockouts.
